The China National Intellectual Property Administration (CNIPA) published the Opinions on Strengthening the Construction of the Intellectual Property Public Service System (Guo Zhi Fa Fu Zi No. 29 of 2026) on its official website on October 13, 2026. The document, addressed to provincial IP authorities, implements the Outline for Building an IP Powerhouse (2021-2035) and the 15th Five-Year Plan for IP protection and utilization, and sets the goal that by 2030 China will have a more complete IP public service system that delivers more precise and effective services with rising satisfaction among innovators and the public.
On basic services, the Opinions call for implementing the national standard for IP information public services, tiered and classified management of public service institutions, and cultivation of benchmark institutions. Public service workstations are to be established in industrial parks and innovation clusters to provide one-stop and managed services, universities are encouraged to offer IP skills courses, and a dedicated assistance program will match services - including patent information analysis, industrial navigation, commercialization, infringement warning and enforcement aid - to the needs of small and medium-sized enterprises.
For key services, the document proposes a companion-style service mechanism providing whole-process IP information support to strategic science and technology forces, from R&D through patent layout, commercialization and enforcement. It calls for whole-industry-chain patent navigation for strategic emerging industries, customized forward-looking navigation for future industries to map technology evolution and patent white space, and joint service mechanisms for innovation clusters such as international science and technology innovation centers, alongside regional brand-building services.
The Opinions also emphasize a collaborative ecosystem and digital empowerment: policy coordination with education, science and industry departments; pre-filing evaluation services for universities and research institutes; cross-regional coordination across the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Greater Bay Area; and joint development of public and market-based services. On technology, CNIPA will build high-quality IP data sets, upgrade the national IP big data center and public service platform with unified identity authentication, and expand AI applications in patent navigation, valuation, commercialization analysis, supply-demand matching and infringement warning, including exploration of intelligent agents. Provincial IP departments are required to adopt detailed local implementation plans.
