Fuzhou Releases 15th Five-Year Plan for IP Protection and Utilization, Targeting an IP-Strong City by 2030

The city of Fuzhou has released its 15th Five-Year Plan for Intellectual Property Protection and Utilization, Legal Daily reported on September 29, 2026, citing Fuzhou Daily. The plan explicitly aims for Fuzhou to be initially established as an IP-strong city by 2030, with intellectual property playing a more prominent role in supporting comprehensive innovation, high-quality development and high-standard opening-up.

Around that goal, the plan sets seven main indicators spanning four dimensions — quality orientation, industrial integration, utilization efficiency and protection effectiveness. The targets include 18.9 high-value invention patents per 10,000 population, 492,000 valid registered trademarks, a cumulative 16 billion yuan in IP pledge financing, and a social satisfaction score for IP protection of 85.2 points.

The plan comprises seven chapters organized around six links — creation, utilization, protection, management, services and cooperation — forming a closed policy loop from the R&D front end to the industrial back end and from internal governance to opening-up. Ten key projects cover the entire IP chain and are designed to be implementable and verifiable on a project basis.

On the protection system, the plan calls for building national-level IP protection centers around new materials and the bio industry, creating a one-stop rapid collaborative protection system that is to operate on a normalized basis by the middle of the 15th Five-Year period, offering fast pre-examination, rapid confirmation and rapid rights-protection services. For industrial integration, a patent reserve and artificial intelligence layout project for the city's 358X industry clusters embeds high-value patent cultivation into Fuzhou's main industrial directions. Spatially, the plan builds a two-core, four-pole services layout: the Maritime Silk Road legal services zone focuses on administrative and judicial confirmation and protection, the high-tech zone on market-oriented IP operation services, and public service platforms for overseas IP rights-protection assistance in Gulou, Cangshan and Fuqing complete the service loop.
