Jittima Announces 'DIP ONE' Policy to Upgrade Services, Strengthen Protection and Create IP Value

Jittima Srithaporn, Director-General of Thailand's Department of Intellectual Property (DIP), announced a new working policy branded DIP ONE - One Vision, One Team, Real Impact at an internal town hall meeting, Thai media reported on October 24 and 27, 2026. The policy aims to unite staff around clear goals and systematic execution, with concrete results targeted in three dimensions: upgrading services, strengthening rights protection, and creating economic value from IP. It sets Quick Big Win targets for the next six to twelve months and Big Win targets over a one-to-two-year horizon.

On faster services, the DIP plans to streamline procedures, expand its Fast Track registration channels, promote work sharing with other IP offices, and invest in IP search systems. These measures build on Thailand's ongoing effort to reduce registration backlogs and pendency, a long-standing concern repeatedly flagged in the U.S. Trade Representative's Special 301 reports, where Thailand remains on the Watch List while being credited with significant progress.

On stronger protection, the DIP will push forward amendments to four laws: the Patent Act, the Copyright Act, the Geographical Indication Protection Act, and legislation on copyright collective management organizations (CMOs), alongside promoting the use of AI by online platforms to combat internet infringement. All four bills have been in the legislative pipeline for years: the December 2024 Patent Act draft aims to streamline registration and prepare for Hague Agreement accession; the Copyright Act's second-phase amendment, approved in principle by the Cabinet in April 2024, prepares for WPPT accession; the GI Act amendment went to the Cabinet in March 2024; and a CMO law was the subject of a stakeholder meeting in January 2025. No submission timetable was given in the announcement.

On commercialization, the DIP will promote Thai GI products and brands in overseas markets, and will set up a working group of rights holders, financial institutions and appraisers to develop IP valuation standards and pilot an IP financing sandbox. For foreign rights holders, the near-term watchpoints are the public consultation windows for the four draft laws - particularly the Patent Act provisions on examination timelines and designs - and the expansion of Fast Track lanes, which could shorten registration lead times for trademarks and designs filed in Thailand.
